Based on ISO 100 try the following, but you should also bracket 1 stop and 2 stops down.
Eg:
Distant city scenes at twilight f/2.8 for 2 seconds
Distant city scenes at night f/2.8 for 4 seconds
Nearby city scenes f/2.8 for 1/8 second
Street scenes f /.2.8 for 1/8 second
Lit buildings f/2 for 1/8 second
Lit window displays f/5.6 for 1/30 second
Neon Lights f /5.6 for 1/15 second
Christmas lights f/4 for 2 seconds
Subjects at a campfire f /2.8 for 1/15 second
Fireworks f/16 on bulb
Freeway lights f/16 for 40 seconds
Amusement park f/2.8 for 1/8 second
Stadium sports f/2.8 for 1/30 second
Star trails f/2.8 for 20 minutes
Full Moon f/11 for 1/125 second
